Much comes from infrastructure costs and lower than forecast ticket sales.
Overall organisational and infrastructure spending is estimated to have reached between €5.4-€5.9 billion.
Olympic officials maintain that funding is available.
A €310m gap, consisting of €230m in additional costs and €80m in reduced revenues, is expected to require intervention from shareholders, including the state, regions, autonomous provinces and host municipalities.
Final figures are due in spring 2027.
